 안토니우 구테흐스 유엔 사무총장은 23일(현지시간) 전쟁의 잔해 속에 유엔이 창립된 지 80년이 지난 지금 세계가 무모한 파괴와 끝없는 인간 고통의 시대로 진입했다고 밝혔다.

 

구테흐스 총장은 이날 미국 뉴욕 유엔총회장에서 유엔총회 일반토의 개막 보고 연설에서 “우리에게는 할 일이 산적해 있지만 그 일을 수행할 능력이 잘려 나가고 있다”며 이처럼 말했다.

그는 “오늘날 전쟁들은 우리가 결코 허용하지 않겠다고 맹세했던 야만성으로 격화되고 있다”며 “유엔헌장은 선택사항이 아니라 우리의 토대이고 토대가 갈라지면 그 위에 세워진 모든 것이 균열한다”라고 지적했다.

이어 “전 세계적으로 우리는 규칙이 자신들에게는 적용되지 않는 것처럼 행동하는 국가들을 본다”며 “인간이 인간 이하로 취급받는 것을 볼 때 우리는 이를 규탄해야 한다”라고 강조했다.

구테흐스 총장은 수단에서 민간인이 학살당하고 굶주리고 있으며, 우크라이나에서도 무자비한 폭력이 민간인을 죽이고 인프라를 파괴하며 세계평화와 안보를 위협하고 있다고 지적했다.

팔레스타인 가자지구에 대해서는 “죽음과 파괴의 규모는 사무총장 재임 동안 본 다른 어떤 분쟁보다도 크다”며 즉각적인 영구 휴전, 모든 인질의 석방, 완전한 인도주의적 접근 허용을 촉구했다.

그러면서 이스라엘과 팔레스타인이 공존하는 두 국가 해법만이 지속 가능한 중동 평화를 위한 유일한 실행 가능 해결책이라고 강조했다.

구테흐스 총장은 “우리는 절대로 포기해서는 안 된다”며 “평화를 위해, 존엄을 위해, 정의를 위해, 인간성을 위해, 우리가 하나로 일할 때 가능한 세계를 위해 나는 절대, 절대 포기하지 않을 것”이라고 강조헀다.

포르투갈 총리를 지낸 구테흐스 총장은 반기문 전 유엔 사무총장의 뒤를 이어 2017년 1월 사무총장 임기를 시작했다. 사무총장직 임기는 내년 12월 31일까지다.

한편 일각에서는 올해 고위급 회기를 맞아 차기 유엔 사무총장 후보군 논의가 개시될 수 있다는 관측이 나온다.

유엔 사무총장 후보는 유엔 안전보장이사회(안보리)가 후보를 유엔총회에 추천하는 구조다. 이는 거부권을 보유한 5개 상임이사국(영국·중국·프랑스·러시아·미국)이 합의해야 함을 의미한다.

UN Secretary-General António Guterres stated on May 23 (local time) that 80 years after the founding of the United Nations amidst the ruins of war, the world is entering an era of reckless destruction and endless human suffering.

 

Speaking at the opening of the General Debate of the UN General Assembly in New York, Guterres said, “We have a mountain of work to do, but our capacity to do it is being eroded.”

He pointed out, “Today, wars are escalating with a brutality that we swore we would never allow,” adding, “The UN Charter is not an option; it is our foundation, and if the foundation cracks, everything built upon it will crumble.”

He continued, “Globally, we see countries acting as if the rules don’t apply to them,” emphasizing, “When we see human beings treated as less than human, we must condemn it.”

Guterres pointed out that civilians are being massacred and starving in Sudan, and that in Ukraine, ruthless violence is killing civilians, destroying infrastructure, and threatening world peace and security.

Regarding the Gaza Strip, he said, “The scale of death and destruction is greater than any other conflict I have witnessed during my tenure as Secretary-General,” and called for an immediate and permanent ceasefire, the release of all hostages, and full humanitarian access.

He emphasized that a two-state solution, with Israel and Palestine coexisting, is the only viable solution for lasting peace in the Middle East.

Guterres concluded, “We must never give up,” adding, “For peace, for dignity, for justice, for humanity, for the world that is possible when we work together, I will never, ever give up.” UN Secretary-General António Guterres, a former Prime Minister of Portugal, began his term in January 2017, succeeding former UN Secretary-General Ban Ki-moon. His term is scheduled to end on December 31 of next year.

Meanwhile, some observers speculate that discussions on potential candidates for the next UN Secretary-General could begin during this year’s high-level session.

The process for selecting a UN Secretary-General involves the UN Security Council recommending a candidate to the UN General Assembly. This means that the five permanent members of the Security Council (the United Kingdom, China, France, Russia, and the United States), who hold veto power, must reach an agreement.
